Russian President Vladimir Putin used an extended exchange at the Valdai Discussion Club to present Moscow’s account of how relations between Russia and the West deteriorated after the collapse of the Soviet Union.

Putin argued that NATO expansion after the Soviet collapse marked a critical turning point, accusing Western powers of disregarding Russia’s objections and pursuing what he described as the isolation and weakening of the Russian Federation.

He also pointed to NATO’s 1999 intervention in Yugoslavia without UN Security Council authorization, arguing that it helped undermine the post-World War II international order.

Turning to Ukraine, Putin cited the 2014 removal of Viktor Yanukovych, developments in Crimea and eastern Ukraine, and the failure of the Minsk agreements as stages in the escalation that ultimately led to the current war. These are Putin’s stated interpretations of the conflict’s origins. Russia launched its full-scale invasion of Ukraine in February 2022, and Ukraine and Western governments reject Moscow’s account that Russia was compelled to go to war.

At the 2026 Valdai forum, Putin has continued to frame current conflicts within his broader argument that the post-Cold War international order was shaped by Western dominance
