The Moon's surface is about 45 percent oxygen by weight, all of it locked inside the rock. On September 8, 2026 NASA asked industry to get it out. The NextSTEP-3 Appendix A solicitation (Lunar Enabling Infrastructure Accelerator) reads like the shopping list for a Moon Base near the lunar South Pole. It names five gaps: vertical solar arrays for a Sun that barely clears the horizon, oxygen production from regolith, a radioisotope Stirling generator for craters that have not seen sunlight in billions of years, in-space manufacturing to cut reliance on resupply from Earth, and nanomaterials. NASA wants each one at Technology Readiness Level 5 or 6, a real prototype proven in a relevant environment. The first crewed landing at the South Pole is now Artemis IV, targeted for 2028.
