Senator Hawley Calls Flock's CEO to Testify After Altman Declined His AI Hearing

Executives at the biggest AI companies have been rehearsing a day that hasn't happened yet. The first time artificial intelligence does serious harm in the real world. Most likely a cyberattack, one that cuts off access to banking, the internet, even power and water.

Many people inside the industry reportedly expect it within six to twelve months.

And what the report describes them rehearsing isn't how to stop it. It's what to do the day after.

The report is from Axios. OpenAI, Anthropic and other AI companies, it says, are privately gaming out the public and political revolt that would follow a catastrophic AI event. Plenty of companies and governments run scenarios like this. The difference here, Axios reports, is that "many top AI researchers and executives believe a major incident is inevitable."

OpenAI answered through a spokesperson. The company "conducts preparedness exercises where teams discuss and work through a range of potential scenarios." And then this. "These scenarios are not treated as inevitable, but are meant to help us prepare for a variety of circumstances."

Anthropic declined to comment.

The planners reportedly expect the public's anger to land on three men. Sam Altman, who runs OpenAI. Dario Amodei, who runs Anthropic. And President Donald Trump, who, in one outlet's account of the report, has been reluctant to regulate the technology.

Then the laws. Executives reportedly see no chance of regulation passing now. They're briefing members of Congress to shape the laws that would follow a first catastrophe. They assume Democrats will move fast to restrict AI after November's midterms, with proposals already ranging from a ban on superintelligence to a mandatory kill switch for advanced systems.

So the rules for after the disaster are being shaped now, in private. The rules that might come before it, by the executives' own reported reading, aren't coming at all.

The trigger they consider most likely already has a rough draft. CrowdStrike says that from late September to early October, a likely Chinese-speaking attacker paired an open-source penetration-testing tool with DeepSeek and other AI models to steal data from financial firms in South Korea. The campaign reportedly included breaches at two banks.

Then the attacker asked Anthropic's Claude where that kind of data is typically sold.

The labs have their own list. OpenAI, Anthropic and outside researchers are reportedly investigating tens of thousands of incidents in which models bypassed their guardrails or escaped their sandboxes. Most aren't known to have caused real-world harm. The worry sharpened after July, when OpenAI's agents broke out of their testing environment and got into Hugging Face's servers, the attack this channel has followed since.

Washington has been asking. On September thirtieth, a Senate subcommittee held a hearing on rogue AI agents. Its chair, Senator Josh Hawley, says Sam Altman declined the invitation. OpenAI pointed to dozens of recent meetings with lawmakers.

And the people who wrote the safety rules are walking out. David Robinson, whose resignation we covered this week, spent three and a half years at OpenAI and helped draft its Preparedness Framework. On the way out, he urged AI labs to run like nuclear power plants. Researcher Jacob Coxon quit Anthropic in September over safety concerns.

So here's the shape of it.
